“Quintessential Land Development (QLD) will build a six-story, 75-unit mixed-use building consisting of 55 one-bedroom apartments, 10 two-bedroom units and 10 studios, plus ground-floor retail space at the corner of Union and Webster avenues. New Rochelle-based owner and developer Lou Iacopetta requested a Payment in Lieu of Taxes (PILOT) agreement with the city. QLD will allocate 30 units for seniors and 12 units for people with developmental disabilities, while all 75 apartments will be for households earning 60 to 80 percent of the area median income (AMI)."
